needs of large governmental organizations. Such courses are authorized
and accredited either by MCHE or by the State Organization for Administration

DOCTORAL PROGRAMMES
Admission to Ph.D. programs is limited to present to former high government
officials, who already hold a Masters’ or top-honors Bachelors’
degree in an appropriate discipline.
Ph.D. courses are exclusively carried out in collaboration with Overseas
universities on a joint-supervision programs of studies.
This means that each Ph.D. candidate will have a local supervisor at
IMPSC and a second supervisor at the “host” university.
According to this arrangement, the Ph.D. candidates do not have be present
at the host university for the whole duration of their course and, therefore,
they will be able to carry out their normal duties in Iran.
Many external Universities have expressed interest in our joint-supervision
programs, and some 50 Ph.D. candidates have so far been nominated for
admission and registration at the following universities:
Paisely (Scotland), Teesside (England), Tilburg (Holland).
Negotiations are in process for similar arrangements with the Universities
of Heartfordshire, Durham, and Kingston, all in England, Monash (Australia),
and McGuill (Canada).
External, join-supervision doctoral programs are research-based and
the final degree will be awarded by the host university. However, all
doctoral candidates are expected to develop a sound working knowledge
of English Language, and take supplementary course work, according to
guidance from advisors.
Most participants are also required to pass “Research Methodology”
and Statistics courses before qualifying for Ph.D. candidacy.
ENGLISH LANGUAGE PROGRAMMES
Since the bulk of the research work for joint-supervision programs is
conducted in English, all of our doctoral candidates are required to
have sufficient working knowledge of the language in order to use references,
communicate with their overseas advisors, and write up their dissertations
in English. In fact, one or the prerequisites, set by host universities
for admission at Ph.D. candidatory level, is that the applicants must
obtain a TOEFL score (or an equivalent score in some other internationally
recognized test of English Language Proficiency) of over 550.
In order to prepare the participants for TOEFL examinations, intensive
courses at four levels (Basic, Intermediate, Advanced, and Pre-TOEFL)
are offered at IMPSC, titled “English for Top-Executives”.
Upon entering the Ph.D. Program, each participant is required to take
a “diagnostic” test, the score of which would show the individual’s
level of proficiency in English. Then, according to the score rank,
the participant will be placed in one of the intensive English Language
courses best suited to his/her present knowledge.
The duration of such courses at each level is 100 hours (a total of
400 hours) before getting ready to take the actual test. Our English
Language Program has become so popular and successful among high executives,
that many non-Ph.D. participants have expressed desire to join it, too.

Short courses and workshops at IMPSC are designed and offered upon the
request of client organizations. These activities generally aim at developing
